Zena Marshall, remains involved and hidden behind the scenes to continue the ongoing failures without question. She hasn’t left the National Safeguarding Team but simply relocated within the church system.

We must remind ourselves of her failures and the large impact it has had on church abuse survivors who’s needs left them in contact with the NST and/or the Church Interim Support Scheme.

Stories of suicidal or distressed survivors was becoming a common theme under her leadership and through the scheme which is currently run by newly appointed Bishop of Rochester Jonathan Gibbs. A bishop who’s safeguarding leadership is failing the most vulnerable whilst he enjoys promotion along with the newly appointed Bishop Julie Conalty. The then Archdeacon of Rochester Julie, sat as an interim support scheme panel member and served on the panel for Teresa Cooper’s case several times & also the now very disturbing and discredited case of AB.

Those seriously harmed by NST and the ISS scheme include Kendall House abuse survivor Teresa Cooper.

A survivor of one of the worse cases of church of England abuse under the Diocese of Rochester and Canterbury, who was deliberately and severely physically harmed by the scheme, NST and it’s willing and highly paid employees.

This total and continued mismanagement of the schemes escalating vendetta against Cooper, left the church survivor very ill and incapacitated in hospital for months. They continued the onslaught causing a further mini stroke as she lay unable to walk in a hospital bed. The employees of the ISS and Safeguarding felt it was not enough harm and a further malicious report was made by the Archbishop’s Council to the ICO.  Church  employees intended to harm Ms Cooper, who they saw not only as a Whistleblower to silence and ‘pay back’ but they also saw her as a drain on the schemes finances and misused the scheme to deliberately prevent support.

They planned to have a very ill 55, year old woman with no criminal history maliciously prosecuted knowing she was extremely vulnerable and ill. That plan failed and Cooper, who was put through an investigation as soon as she returned home from months in hospital and still very ill was later exonerated by the ICO.

No apology from the NST, scheme employees or Archbishops Council because it was intentional harm.

This is how National Safeguarding behave without consequence or fear of consequence because the Church of England protect them.

That is the legacy Ms Marshall, Simon Stanley, Dr Alvin Lee including ex employees Tim Bonnet not only created but left behind.

This is Zena Marshall, ex police officer and now ex National Safeguarding team leader who’s failures will no doubt linger in the minds of the vulnerable who’s lives she and others have damaged.

If you were lucky to be one of the few they supported without cause for concern we applaud the scheme and NST for getting some small part right . For others it has been a traumatic journey and one that should not have happened. For many the abuse history has been repeated via a Church of England and Archbishops Council Interim Support scheme.

It was put in place to support survivors but ended up re-traumatising them with disasterous consequences.

Alexander Kubeyinje will certainly have his work cut out for him in his new role but its unlikely we will see any real change or direction anytime soon. He will still be steered by those who created the mess and remain in posts on good pay to this day.
