Four Year Old Girl Abused by Sex Offender with 98 Convictions after Cops Blunder
John McGrath 49, a Birmingham pevert was arrested by police officers and released days before his sickening attack on the four year old girl. Bungling officers released the wanted pervert who has 98 previous convictions that include a sex attack on a police woman and also intent to rape.
McGrath who was homeless officially registered his address as the public bench where he was allowed to live rough in the Midlands and move between Birmingham and Redditch despite his shocking history of convictions.
West Mercia Police arrested and released McGrath three times the week before his vile attack on the girl internal force inquiry later found that while custody officers carried out basic local checks and Police National Computer checks, they failed to realise that he was a sex offender who needed to officially register his whereabouts with West Midlands cops.

The officer’s missed the chance to prevent the four year old girl being abused when they failed to recognise and understand the requirements to register under Sexual Offences Act 2003 and released him back into the community three times. They failed to realise he was a sex offender and what they should of done was flag it up and inform West Midlands Police who could of tracked his movements.
The police failure led to McGrath being allowed to roam where in his rough state he attracted a good samaritan, the mother of the little girl who let him into her home giving him a bed and meal. Much to her horror the parents later found McGrath naked in bed with their semi dressed daughter. The court heard how McGrath molested the young girl within a few hours and he had one hand over her mouth and the other around her waste and said “You’re spoiling my fun.’’
The original charge of attempted rape was dropped and he pleaded guilty of sexual activity with a child Worcester Crown Court in June 2007.
McGrath cried as the judge gave him indeterminate sentence for public protection but the missed opportunities to prevent the attack were not revealed in court and West Mercia Police quietly carried out an internal management review to address the failures.
The West Mercia Police said the force was learning lessons after the case and policy and procedure have been introduced and additional training is now given to all student officers, custody officers and staff so they fully understand all the information these checks can reveal
The public outcry to yet another failure to protect a child leaves the systems failures once again in the public domain and with very little being done to protect children by the ever failing system and a legal system that protects sex offenders before it does children is a failure where little improves.
Home Secretary Jack Straw who should be listening to the failures still fails to recognise that the victims should come first not the abusers and his own brother has been convicted of the indecent assault of a 16-year-old girl and was placed on the sex offenders register for five years leaves much doubt in Straw’s ability to fairly represent the victims of sex offenders.
No2abuse has expressed it’s concerns over the flimsy sentences given out to Sex offenders and when it comes to children it seems the law is not on the side of the victims and survivors but is geared up to protect abusers in the UK which our law then releases them back into the community to wreck more innocent lives.
We only have to look at the flimsy sentences given out for serious crimes to children and the making, distribution and downloaded images of children being abused so it does leave doubt as to Straw’s inability to protect the innocent.
Even Social Workers guilty of crimes to children are given the most unusualy light sentences by blundering judges who clearly have little or no understanding of the serious nature of child abuse. They give out flimsy sentences for crimes to children and Staw does nothing to protect any child in the UK because there should be a minimum sentence and we are talking years not weeks and anyone placed on the sex offenders register should be placed on it for life.
Kevin Mence a social worker convicted of sexually assaulting a 12-year-old girl with learning disabilities and possessing more than 700 indecent images of children was struck off the social care register and was only handed a 16 month prison sentence and 10 years on the sex offenders register.
A social worker Michael Tombs who worked with disabled youngsters has been jailed for downloading child pornography. Tombs aged 33, downloaded the pornography while taking disabled children on trips to the seaside in his capacity as a social worker at scandal-hit Doncaster Council and was jailed for a brief six weeks after admitting five offences of making indecent photographs of children
Kevin Glancy a social worker aged 45, worked with children and families in Edinburgh City Council’s social work department before he was caught with indecent photographs and video clips of young boys. He was given a measly 15 months sentence.
